A Hong Kong syndicate of Triads is voting for a new chairman, and the rivalry between the two leading candidates could spark a gang war. The film is overcrowded with characters called Uncle Cocky, Four Eye, Big D, Whistle and Sparky, but while they've all got memorable names, not one of them has a memorable personality, so you won't care which of them winds up top dog.
