Sir: Tony Blair could solve two problems if he uses his forthcoming reshuffle to make Ken Livingstone Minister of Transport. At a stroke this would restore confidence in the Government's commitment to public transport, while solving the issue of Labour's candidate for the mayoralty of London. Ken would also be a formidable performer at the dispatch box, raising backbench morale in mid-parliament. What more could a prime minister want?
