Cap Gemini, the IT services and business consultancy, has appointed Alwyn Welch (right) as managing director and chief executive for the UK, Ireland and Asia.

Welch, a chartered electronics engineer, joined Hoskyns (as the company was known) in 1988 through an outsourcing contract with Plessey. "I am living proof of two truths," Welch said of his appointment. "First, that there is life after outsourcing ... and second, as an engineer I can testify that the IT services business is not just for experts with computer science degrees."

nCipher, the Cambridge-based developer of high-speed electronic commerce solutions, has appointed Ian Smith as chief financial officer. He joins nCipher from Fisons Instruments, where he was chief financial officer.

Glassworks, the London-based digital effects facility, has appointed Sean Feeney as senior producer. Feeney joins Glassworks from the Moving Picture Company, where he was a producer.

Motorola has appointed Paul Burton as general manager responsible for its computer networking business in Benelux, Greece, Ireland, Italy, South Africa and the UK. Burton was a member of Gandalf Europe's senior management team.

Vocalis Group, the speech recognition and telephony solutions company, has appointed Charles Halle as chief executive officer. He has been a director of IBM's "e-business" unit.

Neuron Data, the rules-driven application tools specialist, has appointed Patrick King to the position of sales director for northern Europe. He joins from Magic Software, where he was business development manager.

Emap Internet Sales, the Internet advertising sales house, has appointed Griselda Billington as sales manager. She has had sales roles at Campaign and Wired magazines.

Wireplay, the online gaming network, has appointed Ian Kenyon as content manager. He joins Wireplay from E-ON, the online games service, where he was licensing manager.

Deloitte & Touche Consulting Group/ICS, a provider of enterprise transformation and software implementation services, has appointed Martin Stockton as human resources practice director and Christine Boddy as head of educational services in the UK. Stockton comes from SAP, where he was director of the human resources product centre of expertise. Boddy has spent 10 years working in training for companies including Thames Water Utilities and Redland Bricks.
