AS PORTSMOUTH Polytechnic turns itself into a university - chancellor, Lord Palumbo - the air will be filled with the sound of football songs. An anthem written for the inaugural ceremony on 7 July promises allusions to sea shanties and to the local club's 'Pompey Chimes'. Written by Huw Spratling, it sets the passage from Pope's Essay on Criticism beginning 'A little learning is a dang'rous thing'.
