THE DOW JONES Industrial Average tumbled 213 points after the resignation of Treasury Secretary Robert Rubin, but then regained all but 26 points, ending the day at 11,000.37.

The Nasdaq Composite index gained 39.31, or 1.5 per cent, to 2,605.99, led up by Cisco Systems after the leading maker of Internet equipment beat profit forecasts and announced a 2-for-1 stock split. Chevron slumped, contributing the most to the Dow's losses, as petrol prices fell to a one-month low.
