&#60;p&#62;&#10;&#60;b&#62;Outlook&#60;&#47;b&#62;&#58; Things must be bad&#44; mustn&#39;t they&#44; if interest rates have been &#10;  cut all the way down to 2 per cent&#44; the lowest since 1951 and indeed equal &#10;  lowest in the Bank of England&#39;s entire 314&#45;year&#45;history&#44; with markets &#10;  predicting still more reductions to come&#63; Well&#44; plainly they are&#44; but it is &#10;  an interesting thought that though rates as low as these can hardly be &#10;  described as &#38;quot&#59;a return to normality&#38;quot&#59;&#44; in the broad sweep of &#10;  history&#44; they are not as unusual as you might think&#46; &#10;&#60;&#47;p&#62;&#10;</description>
