Electricity bill `£1.5bn too high'
Flaws in the way the electricty industry works are costing consumers £1.5bn a year, according to ICI. The company, which says that the cost comes from over-generous price controls and the building of unnecessary power plants, is threatening to call for a referral to the Monopolies and Mergers Commission.
