Emap is expected this week make a formal offer for the 70 per cent it does not already own of Trans World Communications, the Radio Piccadilly media group.

Emap has already agreed to buy the 22 per cent stake of Owen Oyston, the Lancashire entrepreneur, which would give it a controlling 52 per cent. The Radio Authority has agreed to a formula allowing Emap to hold more radio licences than the rules permit.
