The long-awaited report, which gave approval for a merger, had been seen as paving the way for the eventual creation of a single company to run the whole ITV network.
It came eight months after Carlton and United had announced plans to merge in a £8.3bn deal.
Shortly afterwards Granada disclosed it was interested in buying either one of the two companies.
