Deadlock in EU animal talks
European Union agriculture ministers were struggling to bridge their divisions over animal transport last night, with little hope of a breakthrough.
France, which chairs the EU for the first half of this year, put forward a compromise proposal, but William Waldegrave, the agriculture minister, said the proposed limits on journey times were too long and the rest periods too short.
