Offender tagging put on trial
After a series of delays and failures, Home Office trials of tagging offenders, are to restart in Manchester and Norfolk on Monday.
Ministers believe monitoring of burglars, vandals and hooligans while they serve their comunity penalties will prove a valuable sentencing tool. The last time tagging was tried in 1989, it proved a fiasco with offenders absconding and committing further offences - and dozens of equipment failures.
