Kabila takes control in Congo

Laurent Kabila issued a decree yesterday giving himself wide- ranging powers to run the Democratic Republic of Congo until the adoption of a new constitution. The decree was read out on state television on the eve of Mr Kabila's inauguration as president of the former Zaire.
