VALUE for money is the keynote of the BBC's approach to its 1996 charter review, and it provided a splendid example last week with its report on its future, Extending Choice. The glossy 88- page document, with colour pictures, costs pounds 2.95. Two days earlier the National Heritage Department had produced its Green Paper, The Future of the BBC, with half the number of pages and illustrated only by repeated green cloud formations. Price: pounds 7.10.
