Zaire's President Mobutu headed back to his capital after agreeing to face-to-face talks with rebel leader Laurent Kabila for Wednesday. Bill Richardson, US ambassador to the United Nations, said he believed Mr Kabila would head any new government. Zaire MPs voted Archbishop Laurent Pasinya Monsengwo as parliamentary speaker, making him a potential interim successor to Mr Mobutu.
