Photo finish for Tory crime Bill
The Government scraped home by one vote last night in a Commons debate over reforms to Scottish penal policy.
Only two of the nine Ulster Unionists voted with the Tories on the Crime and Punishment (Scotland) Bill. The measures were passed by 292 votes to 291
