Dame Shirley Porter, the former leader of Westminster council who was accused by a district auditor 18 months ago of operating a homes- for-votes scheme, has complained that delays in delivering the final report are "unjustifiable and intolerable".

In a letter to the Independent, Dame Shirley, leader of the ruling Tory group between 1983 and 1991, claims the "delay" by the auditor, John Magill is "an abuse of the quasi-judicial process under which he operates". She says she and the eight others effectively accused of gerrymandering have been "left in the dark" and have had their "reputations sullied".
