Football must change if it is to keep the loyalty of fans who have supported it through good times and bad, according to a report out today.

A pamphlet from the Fabian Society, the left-wing think-tank, presents a "team" of 11 new ideas for the Government's new soccer task-force, which is headed by David Mellor, the former Tory heritage secretary.
