The father of murdered schoolboy Damilola Taylor called for a public inquiry today after one of his son's killers was recalled to prison for a second time.

Richard Taylor is writing to the Prime Minister to ask for the inquiry into "how the system has failed so badly in this case". Ricky Preddie, one of the 10-year-old's killers, had been out of jail only 16 days when he was ordered back.

The 24-year-old, who was jailed for eight years in 2006 for Damilola's manslaughter, breached the terms of his licence after he entered an exclusion zone in Southwark, south London, where he might have met former gang members.

He had been released from Pentonville Prison in north London on 25 January, having been sent back there last March, again for breach of licence.

Those recalled to custody have their case referred to the Parole Board, which will consider whether they can be released. Preddie's sentence is due to end in May 2013.
