Police are believed to have recommended that both the Energy Secretary Chris Huhne and his ex-wife be charged over claims he dodged a speeding penalty.
Detectives believe they have presented the Crown Prosecution Service (CPS) with enough evidence to charge Mr Huhne with speeding and attempting to pervert the course of justice.
A file sent to the CPS is understood to say that Vicky Pryce should also be charged with attempting to pervert the course of justice after claims she accepted penalty points on her licence after her husband was caught by a speed camera on the M11 in 2003.
Prosecutors are close to reaching a decision on whether to charge the cabinet minister but are trying to obtain evidence from The Sunday Times. The newspaper is to bring a legal challenge in the new year over Essex Police's bid to obtain emails related to the case.
Mr Huhne said early this month that he was "very confident" the investigation would be "cleared up".
