The key players

Marie-Therese Kouao and Carl Manning

Victoria's great-aunt and her boyfriend were sentenced to life for murder by the Old Bailey in January 2001. They became the first convicted murderers to give evidence at a public inquiry. But while Manning expressed remorse, Kouao ranted and raved, screaming she was the innocent victim of a conspiracy.

Lisa Arthurworrey

Victoria's social worker was sacked from Haringey council's child protection team, accused of professional negligence and failing to safeguard a child in her care. She is appealing against her dismissal. Ms Arthurworrey claims she was poorly supervised and made a scapegoat.

Angella Mairs

As Ms Arthurworrey's manager, Ms Mairs has also been sacked. She was accused of removing a key document from Victoria's file after the murder and making false statements to investigators.

Carole Baptiste

Ms Arthurworrey's social work manager before Ms Mairs, Ms Baptiste's evidence was central to the inquiry. But she refused to attend and became the first person in Britain to be convicted of failing to help a public inquiry. She was fined £500. A born-again Christian, Ms Baptiste was often absent from work and spent case meetings talking more of God and her experiences as a black woman than of children at risk, according to Ms Arthurworrey.

Anne Bristow

A furious Lord Laming threatened Ms Bristow, the director of housing and social services at Haringey, with up to six months in jail after the council failed to present all the documents relating to the case to his inquiry. Vital papers were "drip fed", causing continual delays.

Gurbux Singh

The chief executive of Haringey council is criticised in the Laming report for "hiding behind the cloak of corporate responsibility". He left Haringey to become chairman of the Commission for Racial Equality but later resigned after being convicted of drunk and disorderly conduct at Lord's cricket ground.

PC Karen Jones

Despite a doctor telling her that marks on Victoria's body came from a belt buckle, PC Jones failed to investigate the little girl's injuries. Kuoao told her they were self-inflicted. PC Jones told the inquiry she had not inspected Victoria's home because she feared catching scabies.

Detective Chief Inspector Philip Wheeler

In charge of six police child protection teams, Det Chief Inspector Wheeler claimed he had only an administrative role and was damning towards the Haringey squad, saying it was "bereft" of proper organisation and had handled Victoria's case in a "totally unacceptable" way.

Dr Ruby Schwartz

A consultant paediatrician and child protection doctor who admitted she was responsible for a series of failures that saw Victoria returned to her abusers. Dr Schwartz, of Central Middlesex Hospital, was persuaded by Kouao that Victoria's injuries were caused by scratching scabies.

Pastor Alvaro Lima

A pastor at the Universal Church of the Kingdom of God, he saw Victoria the day before she died. When Kouao told him the girl was possessed by Satan, he suspected she was being abused, but failed to call social services.
