Ban on fines for bin blunders

Councils will be banned from fining people who infringe bin collection rules, under government plans. Only the most serious cases of fly tipping will carry penalties, under changes to town hall powers due next month.

At the moment, people who leave rubbish out on the wrong day or put their recycling into the incorrect bins can be handed a fixed penalty notice of up to £1,000.
