First by-election gain for Tories

Tories made their first council by-election gain of the year with a landslide victory in England's smallest county.

In the only reported poll this week, candidate Carolyn Cartwright took a previously independent seat at Uppingham, Rutland, with more than half the votes.

Labour, which failed to fight last May, came second, overtaking the Liberal Democrats.
