ARMS: An allegation that British citizens and companies are trying to procure arms and mercenaries for the Soviet republic of Azerbaijan 'may be true,' Douglas Hogg, Foreign Office Minister of State, said. The Government was taking the claim, made in the Independent, seriously. 'Investigations to date suggest that there may be truth in the allegation that these attempts have been made, but as yet we have no evidence that they have succeeded,' he said.
