EUROPEAN AID: Sir George Young, minister of state for the environment, said proposals for aid over three years from this January to regions affected by industrial decline had been sent to the European Commission. They called for the biggest share, pounds 287m out of the pounds 1.195bn for England, to go to the West Midlands.
