TENDERING: Legal and construction-related services will become subject to compulsory competitive tendering from October 1995, the first white-collar council services to come under the market-testing programme, Robin Squire, junior environment minister, said. Next to be phased in under the scheme would be computer services, then housing management, finance, personnel, corporate and administrative services.

HONOURS: More than 1,600 names, including about 12 self-nominations, have so far been been put forward under the new honours system by which the public can propose their heroes for awards, the Prime Minister disclosed. The first list to reflect the new system will be the Queen's Birthday Honours in June.
