Peter Brooke, who replaced David Mellor as Secretary of State for National Heritage when he resigned after newspaper stories about his mistress and a free holiday, cautioned against restrictions on the press yesterday.

Mr Brooke said: 'We must remember that, in a democracy, a free press is a crucial foundation of our freedom. If we seek to restrict that freedom, we must be quite clear about the difficult road down which we are departing.'
