Sir Patrick Mayhew, the Secretary of State for Northern Ireland, last night sought to stem a rising tide of Protestant anxiety by reaffirming the province's status in the United Kingdom.

In a speech to engineers in Belfast, Sir Patrick said that the Government cared passionately about Ulster. 'We are not neutral in our resolve to protect and deliver the people from terrorist violence. We are not neutral in defending the right of Northern Ireland people to democratic self-determination,' he said.
