THE FIGURES in the table are 'projections' of likely council tax bills from the Labour-controlled Association of London Authorities - whose decision to compute them has caused some friction in Labour ranks, writes Nicholas Timmins.

Michael Howard, Secretary of State for the Environment, has refused to provide 'illustrative' figures after the poll tax debacle when Government projections were way below the final bills. Now Labour finance officers are alarmed that a Labour-controlled body has produced projections which some councils will not meet.

The figures provide a rough guide to the scale of likely bills, but carry the warning that the final outcome will vary.

The ALA has assumed that councils collect 98 per cent of the new tax; increase spending by 3.1 per cent; but, individually, stay within the Government's capping rules. The figures also assume an overall 0.75 per cent rise in pay for local authority staff. They make no allowance for further increases in spending where authorities currently spend less than the Government's assessment of their needs. Most councils are also likely to make an allowance, pushing up bills, for successful appeals. An ALA spokesman said many councils were likely to produce bills higher than those in the tables.

Some, however, may be able to use bank balances to reduce bills, and bills will also be affected by arguments with ministers over how fair changes to the grant assessments have been, and over how much councils have lost from the transfer of futher education.

Similar estimates of likely council tax bills in Scotland and Wales have not been made. Single householders will receive a 25 per cent discount. Transitional relief will, in almost all cases, ensure that no household pays more than an extra pounds 91 in Band A next year than the household's joint bill for poll tax this year.

That relief rises in pounds 13 steps to pounds 182 in Band H. The relief scheme will run initially for two years, although the amount of protection may be lower in 1994-95. A similar transitional relief scheme will operate in Scotland, but no transitional relief is planned for Wales.
