An estimated two-and-a-half- million young people make no attempt to vote, according to a survey today. Non-registration is highest in London, where one in four people are not on the voting register.

The British Youth Council, which carried out the study, says the non-registration of 17 to 24-year-olds is a 'serious threat to our democratic process'.
