With eight days left to register for South Africa's first all-race election, the Zulu leader, Mangosuthu Buthelezi, dismissed a government concession aimed at securing his participation, Reuter reports from Johannesburg.

Mr Buthelezi said the government's offer of a separate regional ballot was not enough to draw him into the election. He said the climbdown showed that more concessions were possible.
