The opposition candidate, Jose Maria Figueres, has vowed to modernise the welfare state created by his late father, the former president Jose 'Pepe' Figueres. But the National Liberation Party candidate faces a formidable adversary in Miguel Angel Rodriguez of the ruling Social Christian Unity Party.
