MOSCOW (Reuter) - The small Baltic state of Latvia is so poor that it had to borrow cannons to salute the arrival of King Carl Gustaf and Queen Silvia of Sweden yesterday.

A government official told local reporters that the cannons, fired as the royal couple arrived in the Latvian capital, Riga, for a three-day visit, had been brought across from Sweden. 'Our budget is so small that we cannot afford such necessities,' the official said.
