Bosnians set terms for attending talks

SARAJEVO - Bosnian military commanders have said they will not attend talks with their Serbian foes today because water and power have not been restored to Sarajevo, Reuter reports.

'The Bosnian presidency notified us their representatives are unable to attend the talks because their conditions . . . have not been met,' said Mik Magnusson, senior UN political affairs officer in the Bosnian capital.
