Nuclear appeal
BONN - German police reported their biggest seizure of weapons-grade plutonium from the former Soviet bloc at the weekend and Chancellor Helmut Kohl said he would seek help from Russia to stop nuclear smuggling. Mr Kohl is to send a special envoy to Moscow to find out how the material is being smuggled into Germany. Reuter
