The Georgian leader, Eduard Shevardnadze, signed the Conference on Security and Co-operation in Europe's Paris Charter for the second time, two years after he signed on behalf of the Soviet Union, Reuter reports from Paris. 'I am very happy to be the first person to sign twice, the first time in Russian and now in my native Georgian,' he said.
