Police have been ordered to arrest the captains of two vessels that passed a sinking riverboat on the Volga without stopping to rescue the victims.
The confirmed death toll from the Bulgaria disaster on Sunday is 113. At least 16 people are missing, and 79 were rescued. Survivors say they watched two vessels pass by, and waved their arms for help, as they struggled in the water.
The boat, which was built in 1955, was carrying 208 people, about 75 per cent over its licensed capacity.
