Spain in line

MADRID (AP) - The upper house of parliament yesterday approved a change in Spain's constitution that brings the nation in line with the Maastricht treaty on European union. The lower house unanimously approved the change last week, permitting nationals of other EC nations to run for municipal office in Spain.
