Brazil has taken steps to protect Rio de Janeiro's 3,000 street children in the wake of the murder of seven boys, agencies report from Rio de Janeiro. President Itamar Franco announced that a federal educational complex would be used to house homeless children. Hundreds of protesters rallied to demand justice in the deaths of the seven children.
