Hutus hesitant to return after fighting
Bujumbura - Hutus responded hesitantly to a call by the authorities in Burundi to return to their homes in the capital after fleeing an upsurge in fighting. By yesterday afternoon only 384 had registered at a small marketplace on the city outskirts. Returning residents must register individually with the city authorities, a requirement apparently designed to keep out the Hutu militias that have been accused of attacking units of the Tutsi-dominated Burundi army. Those registering received permits allowing them to return to the mainly Hutu suburbs of Kamenge and Kinama, which were virtually deserted after recent clashes between Hutu militiamen and the army.
