Kazakhstan vote was 'unfair'

Foreign observers in Kazakhstan said the first multi-party parliamentary elections held in the former Soviet republic had been unfair, Reuter reports from Alma-Ata. A parliamentary delegation from the Conference on Security and Co-operation in Europe (CSCE) said some candidates had been arbitrarily disqualified and cited other violations. An official at Kazakhstan's central election commission rejected the observers' judgement as incomplete.
