Land mines conference ends in failure
Vienna - A three-week UN conference called to curb the scourge of land mines collapsed in failure yesterday, the United Nations said. Delegates from more than 40 countries had scrambled before today's deadline to break a host of deadlocks on proposals to toughen a 1980 treaty on mines, which are believed to kill or maim more than 20,000 civilians a year.
