South Africa and Namibia signed a treaty giving Namibia sovereignty over the enclave of Walvis Bay, ending what President Sam Nujoma called the final chapter of apartheid colonialism, Reuter reports from Walvis Bay. The enclave includes Namibia's only deep water harbour.
