Rabin and Arafat meet on withdrawal
Jerusalem - Yitzhak Rabin, the Israeli Prime Minister, and Yasser Arafat, chairman of the Palestine Liberation Organisation, are to meet in Cairo today, determined to agree on terms for implementing their peace agreement, writes Sarah Helm. Tomorrow is the deadline for the start of Israel's withdrawal from the Gaza Strip and the West Bank town of Jericho. Before the withdrawal begins, the two sides must sign an agreement setting out procedures. It has been delayed by differences over security arrangements.
