Russia offers security deal
MOSCOW - President Boris Yeltsin yesterday offered Ukraine an incentive to ratify the Start 1 arms treaty by promising that Russia would give its worried neighbour security guarantees and protect it from nuclear attack, writes Helen Womack.
Ukraine's President Leonid Kravchuk said President Yeltsin's assurance would make it easier for him to promote the 1991 US-Soviet accord in the Kiev parliament.
Mr Kravchuk was on a brief visit to Moscow intended to settle some of the many bilateral problems between the two most powerful republics of the former Soviet Union.
