Serrano offer rejected

Guatemalan opposition leaders flatly rejected a conciliatory offer made by President Jorge Serrano slowly to dismantle the authoritarian measures he took last week, Reuter reports from Guatemala City. President Serrano offered to negotiate constitutional reforms with opposition parties and put them to a referendum within 90 days. After meeting a mission of the Organisation of American States the Defence Minister, Jose Domingo Garcia, called for a return to constitutional rule 'as soon as possible'.
