KINSHASA (Reuter) - Zaire's new Prime Minister, the opposition leader Etienne Tshisekedi, promised huge crowds of cheering supporters yesterday to bring democracy and justice to the crippled country. 'We are going to install the rule of law where justice exists,' he said. In a defiant challenge to President Mobutu Sese Seko, delegates at Zaire's national conference named Mr Tshisekedi to lead the country to multi-party elections within two years. Zaire's state-run television said Mr Mobutu pledged support to the new premier.
