Boutros Boutros-Ghali, the UN Secretary-General, arrived yesterday to try to shore up Cambodia's troubled peace process. In an atmosphere of violence, political parties began a low-profile campaign for next month's election, AP reports from Phnom Penh.

Phnom Penh has been tense since four grenades exploded here slightly more than a week ago, bringing to the capital a string of racially motivated attacks that have killed dozens of ethnic Vietnamese in recent weeks.
