Leading article: The unshattered glass ceiling

The decline in the number of women in top jobs in Britain is alarming. Last year, slow progress on equality in the workplace actually went into reverse in half of the sectors surveyed. Today we have fewer female MPs, cabinet ministers, senior police officers, judges and NHS executives than we did even a year ago.

The standard explanation for this is that women have babies and that this arrests their career development. Improvements in maternity provisions seem to have exacerbated this trend. Paid maternity leave has now been extended to a full year, but it is available to the mother only. This has, perversely, entrenched women in the traditional role of wife and mother because the man is unable to take the same parental leave to share the child care. The Government should change the law to allow couples to choose which of them wants to take the year off.

But there is more to the problem than that, which is why women who do not have children – a quarter of the female workforce at age 40 – suffer from the same discrimination and disadvantage. The trouble is that the attitudes and habits of the British workplace were forged in an era when breadwinner dads and stay-at-home mums were the norm. That mindset persists. It is a macho culture of long working hours where, even if the old boys' network is not what it was, the boys go out for a beer with the boss after work. And – despite the fact that girls now outperform boys at school and at university – there continues to be a subliminal consensus that women are less capable or strategically able than men.

All that needs to change. More flexible working patterns, the choice to work from home and job shares need to become the norm. Workers also need access to more high-quality, affordable child care. Attitudes need to change in politics too. It is shameful that fewer than one in five British MPs is a woman and that countries like Rwanda, Afghanistan, Iraq, and China beat the UK on women's representation in parliament. Nor can there be any excuse for the decline in the proportion of women in top jobs in the public sector. The shattering of the glass ceiling can no longer be left to gradual social change. It is time for changes in government policy.

And where is your evidence for that TA?

The City is a laddish aggressive place where I would never want to work, just making money for corporations, so it's just going to be full of people I wouldn;t even bother talking to - men and women. I would rather the whole thing moved to another country actually. But perhaps the aggressive laddish target-driven stuff suits men's aptitudes and attitudes more, and more men want to go into it?

There are, I know, plenty of schemes to get ethnic candidates into the City - they even target crappy universities where lots of blacks/asians go to mentor graduates. There are also lots of women's schemes. White men get no such help. Perhaps many women just can't hack it.

Your views and those of others disparage and devalue real achievement, and assume wrongly that all white men are advantaged (most homeless people are white men actually...)

But of course anyone can claim anything without evidence on this issue. How convenient.

I work in the city, there is a glass ceiling for women, and anybody who is not white, judeo-christian, male - in some institutions more and others less but the ceiling remains

Graham - good idea, but you do know that TV is run by women for women don't you? So men have to pay for their porn and sport and ne movies, while girlie screech at big brother, cry at their emo-porn soaps, and make TV into one great big women's magazine. No wonder I don't pay my TV licence!

A simple solution would be to replace Bargain Hunt with Darts, Trisha with Beach Volleyball and Loose Women with a documentary on the history of the Stealth Bomber. That will soon get women back in to the workplace, us guys can stay at home and watch porn on the internet. Everyones a winner.

Funny how so manygirl posters here can only ever attack men with remarks like: have you got a girlfriend? or is your willy tiny? Why? Because they are unable to debate in a rational unemotional manner - typical dim bimbos in other words. Irrational and emotional. I ain't never getting on a plane flown by a woman!

My ideas are NOT dinosaur - they are based on unchagning human biology and the innate differences between men and women. YOu will makeyourself very unhappy if you live your life according to feminist lies. Facts are facts whether they're PC or not.

IQ tests are very valid indeed and clearly show that men excel and women tend to be middling. Male drive and talent and aptitudes are what make men better at leading and getting to the top than women. Solur grapes from a lose female again.

Politics in giving people jobs? Yes, that's whay a lot of women who got promoted over better men because they're women are being sacked. Men suffer from sexist policies at work too.

women and men are different. women don't come up with loon ideas aout iq tests. they just get on with it, do their jobs quietly and every now and then push something the size of a melon out a hole the size of a grape. get it?

Sam - you are a sexist who thinks women are better than men. You say 'can men survive and excel in both realms like women do? Doubt it' thereby showing yourself to be a bitter and envious feminist. Some news for you sister: men live much harsher and more stressful lives than women, running their lives and careers and homes - many women live off men's money no matter what they say and have a very nice lifewith a nice house free from a divorce.

Your views are fake and a construct and are utterly flawed. You assume 1) there is discrimination against women and that is why there are not more in certain jobs and 2) that women should be 50% of all jobs at all levels 3) that there are no innate differences between men and women. You are believing in a contrusted fantasy. Look at evolution and MRI scans - look at the fact that despite women getting equal opps some fields and the highets levels of all jobs are male-dominated. THAT is a natural state of affairs and talent wins out.
