THE San Francisco Bay Blackhawks, the 1991 American Professional Soccer League champions, yesterday announced their intention to play in the Mexican First Division until the United States starts its own top-flight league, which is not planned until at least after the World Cup.

The Blackhawks, who withdrew from the APSL last year after losing several million dollars and complaining about the running of the league, are to ask permission from both the US and Mexican federations. The APSL, a five-team circuit last year, will play this summer with seven clubs.
