JACK KENT COOKE, the owner of the Super Bowl champions, Washington Redskins, plans to move the team to Virginia. Cooke and the Virginia Governor, Douglas Wilder, announced plans to build a 78,500-seat stadium at a disused rail yard in Alexandria.
